Vonn to race giant slalom in Aspen, skip slalom

ASPEN, Colo. (AP) ? Lindsey Vonn is healthy enough to race in Aspen even if her heart may be farther up north.

Although weakened by a bad stomach bug, the four-time overall World Cup champion will compete in one of the two races this weekend. She will take part in the giant slalom Saturday and then skip the slalom Sunday to conserve energy.

Really, though, she'd rather be in Lake Louise, Alberta, at this moment competing against the men. Vonn recently requested to participate in a men's downhill race, only to be rejected by the International Ski Federation.

"Unfortunately, FIS made the decision that a woman cannot race with the men," Vonn said Friday night as she discussed her illness for the first time. "For me, the story is still ongoing. It's not over yet. There's still next year. I'm going to keep working hard to make my dream a reality."

Vonn recently returned to training after missing time with an intestinal issue that landed her in the hospital. But doctors have at least kept it under control with antibiotics.

With each day, her strength is returning.

"I'm not going to lie ? it was really bad. It was definitely the most pain I've been in, in my life," said Vonn, who came down with the bug shortly after attending a ski team fundraiser in New York last month. "I'm not the kind of person who goes to the hospital."

The Olympic downhill gold medalist spent two nights in the hospital with what she described on Facebook as "some infection in my tummy." She returned to training last week in Vail and also squeezed in a downhill practice session at the U.S. Ski Team's speed center at Copper Mountain.

Her stamina and energy, though, have been completely zapped by the virus. So much so that she has yet to even make it through a full giant slalom practice run without pulling off to the side out of breath.

"I'm not really sure what to expect, but I'm excited to be able to race in my home state in front of the home crowd," she said. "Racing, to me, is the fun part. I'm not exactly expecting much from the results."

This venue has been far from friendly to Vonn in recent seasons. She's failed to finish a race five times on this course and didn't qualify for a second run on another several occasions. Her best finish in Aspen is fourth place.

Not only that, but it was here, about a year ago, when Vonn announced that she and her husband of four years were divorcing. She then dominated the season with 12 wins, reclaiming the overall title from Maria Hoefl-Riesch of Germany by setting a new overall points record at 1,980.

Vonn could have possibly raced the slalom in Aspen as well, but doesn't want to overdo it. Not now. Not with Lake Louise looming next weekend.

She typically dominates at that venue, which is why she wanted to try her luck against the men on that course. She figured her familiarity would give her equal footing. She's surprised by the stubborn stance of skiing's governing body.

"I honestly was expecting a more positive outcome than I got. It was an absolute no," Vonn said. "That was tough. I still think there's a possibility for this to happen. I'm still going to keep fighting for it."

Any chance she might pick another course?

"That's the thing: There's no other course that men and women both run. Any other course, the men would have a huge advantage," said Vonn, who still doesn't have much of an appetite because of the illness. "I want to see where I stack up. Lake Louise is definitely in my wheel house."

Earlier this month, Vonn skipped a slalom competition in Levi, Finland. But that had more to do with wanting to train more for Aspen than the illness.

"It's tough, because I was in bed for over a week," Vonn said. "As soon as I felt healthy enough, I started freeskiing and progressively worked into training."

Her fellow skiers were pleased to see her on the slopes Friday. And Vonn definitely stood out, too, wearing a lime green jacket and purple ski pants. She skied two runs before calling it a day.

"I'm glad she's back," Tanja Poutiainen of Finland said after her morning training run. "We are a big family here. Everybody knows each other. We support each other, because we are not playing against each other like in (soccer) or ice hockey."

Gaza crowds surge toward Gaza border fence, 1 dead

GAZA CITY, Gaza Strip (AP) ? Israeli troops fired Friday to push back Gaza crowds surging toward Israel's border fence with the Hamas-ruled territory, killing one Palestinian and wounding 19 in the first violence since a truce between Israel and Hamas took hold a day earlier.

Hamas security tried to defuse the situation and keep the crowds away from the border, signaling the incident is unlikely to jeopardize the Egyptian-brokered cease-fire.

The truce, which calls for an end to Gaza rocket fire on Israel and Israeli airstrikes on Gaza, came after eight days of cross-border fighting, the bloodiest between Israel and Hamas in four years.

On Friday, hundreds of Palestinians approached Israel's border fence in several locations in southern Gaza.

In the past, Israel's military barred Palestinians from getting close to the fence, and soldiers routinely opened fire on violators to enforce a 300-meter-wide no-go zone meant to prevent infiltrations into Israel.

Since the cease-fire, growing numbers of Gazans have entered the no-go zone, testing expectations that such restrictions would now be lifted.

In one incident captured by Associated Press video, several dozen Palestinians, most of them young men, approached the fence, coming close to a group of Israeli soldiers standing on the other side.

Some Palestinians briefly talked to the soldiers, while others appeared to be taunting them with chants of "God is Great" and "Morsi, Morsi," in praise of Egyptian President Mohammed Morsi, whose mediation led to the truce.

At one point, a soldier shouted in Hebrew, "Go there, before I shoot you," and pointed away from the fence, toward Gaza. The soldier then dropped to one knee, assuming a firing position. Eventually, a burst of automatic fire was heard, but it was not clear whether any of the casualties were from this incident.

Most of those approaching the fence were young men, but the crowds also included farmers hoping they could once again farm lands in the buffer zone. Speaking by phone from the buffer zone, 19-year-old Ali Abu Taimah said he and his father were checking three acres of family land that have been fallow for several years.

"When we go to our land, we are telling the occupation (Israel) that we are not afraid at all," he said.

Gaza health official Ashraf al-Kidra said a 20-year-old man was killed and 19 people were wounded by Israeli fire near the border.

Israel's military said roughly 300 Palestinians approached the security fence at several locations in southern Gaza, tried to damage it and cross into Israel. Soldiers fired warning shots in the air to distance the Palestinians from the fence, but after they refused to move back, troops fired at their legs, the military said. It also said a Palestinian infiltrated into Israel in the course of the unrest, but he was returned to Gaza.

The truce allowed both Hamas and Israeli Prime Minister Benjamin Netanyahu to step back from the brink of a full-fledged war. Over eight days, Israel's aircraft carried out some 1,500 strikes on Hamas-linked targets, while Gaza fighters peppered Israel with roughly the same number of rockets.

The fighting killed 166 Palestinians, including dozens of civilians, and six Israelis.

In Cairo, Egypt is hosting separate talks with Israeli and Hamas envoys on the next phase of the cease-fire ? a new border deal for blockaded Gaza. Hamas demands lifting of all border restrictions, while Israel insists that Hamas must halt weapons smuggling to the territory.

In Israel, a poll showed that about half of Israelis think their government should have continued its military offensive against Hamas.

The independent Maagar Mohot poll released Friday shows 49 percent of respondents feel Israel should have kept going after squads that fire rockets into Israel. Thirty-one percent supported the government's decision to stop. Twenty percent had no opinion.

Twenty-nine percent thought Israel should have sent ground troops to invade Gaza. The poll of 503 respondents had an error margin of 4.5 percentage points.

The same survey showed Netanyahu's Likud Party and electoral partner Israel Beiteinu losing some support, but his hard-line bloc would still able to form the next government. Elections are Jan. 22.

Worthington Focuses On Small Business Saturday | NBC 4i

First there was Black Friday, then Cyber Monday. Now, for the third year in a row, you can take advantage of Small Business Saturday.

This year?s Small Business Saturday is November 24; and lots of towns across Central Ohio are taking part.

NBC4?s Robyn Haines took a trip to Worthington to see how they're planning to draw in the crowds.

Seventy-two percent of the businesses in Worthington are considered small; but to the city itself, they do big things.

That's why the focus on Small Business Saturday is so apparent to Joe Davis, the co-owner of Worthington Jewelers.

So they have a plan for Saturday to make sure those neighbors get more bang for their buck.

?More than a million US women have received unnecessary and invasive cancer treatments over the last 30 years, thanks to routine mammograms that detected harmless tumors, scientists said Thursday.

The results throw new doubt over the effectiveness of an already controversial cancer screening tool that is aimed at detecting tumors before they spread and become more difficult to treat.

To reach the one million figure, researchers compared the number of breast cancer cases detected at early and late stages among women over 40 between 1976 and 2008.

Their analysis showed that, since mammograms became standard in the United States, the number of early-stage breast cancers detected has doubled ? in recent years, doctors found tumors in 234 women out of 100,000.

But in that same period, the rate of women diagnosed with late-stage breast cancer has dropped just eight percent ? from 102 to 94 cases out of 100,000.

?We estimated that breast cancer was overdiagnosed ? i.e., tumors were detected on screening that would never have led to clinical symptoms ? in 1.3 million US women in the past 30 years,? authors Gilbert Welch of Dartmouth Medical School and Archie Bleyer of the Oregon Health & Science University, wrote in a study published Thursday in the New England Journal of Medicine.

?We estimated that in 2008, breast cancer was overdiagnosed in more than 70,000 women; this accounted for 31% of all breast cancers diagnosed,? they added.

These women likely received major medical interventions ? including surgery, radiology, hormone therapy and chemotherapy ? that ought only to be used when absolutely necessary, the authors stressed.

They also concluded the significant drop in breast cancer deaths can be best explained by the improvement in treatments, rather than the early detection through mammograms.

The research adds to other work published in recent years that throw into question whether mammograms ought to be performed regularly as a cancer prevention tool.

One often cited study, done in Norway, showed that regular mammograms reduce the risk of death from breast cancer by less than 10 percent.

Another study ? which compared European countries where mammograms became routine in the 1990s with ones where they became common in the 2000s ? concluded that the screening tool did not lessen the number of deaths at all.

Earlier, in 2009, a group of independent experts commissioned by the US government revised its recommendations for when and how often women should get mammograms.

The group said most women should wait until age 50, and go every other year for the screening, rather than every year starting at age 40.

A separate article, also published Thursday in the New England Journal of Medicine, argued that, despite the risk of false positives and overdiagnosis, women should begin getting mammograms at age 40.

?Screening can be thought of as a kind of insurance. As with all insurance, there are costs for protection against adverse events that have a low probability of occurrence but could be catastrophic if they occurred without the insurance,? wrote Robert Smith.

?In that context, given the evidence, there are good reasons to begin screening at the age of 40,? he added.

Despite significant progress, breast cancer is the most common form of cancer among women and the one that kills the most women around the world.

Each year, another 1.4 million cases of the disease are diagnosed worldwide.

Wreck victims on family's first Thanksgiving apart

BEAUMONT, Texas (AP) ? The children of a Houston-area couple killed during Thursday's massive interstate wreck in Texas say this year was the family's first Thanksgiving apart.

Authorities are investigating the chain-reaction wreck that involved more than 100 vehicles, many of which were left twisted on top of each other. The wreck killed the couple and injured at least 80 other people during heavy fog along Interstate 10 near Beaumont.

Twelve people remain hospitalized in serious condition, the Texas Department of Public Safety said in a statement Friday.

Vincent and Debbie Leggio were on their way to Louisiana for a gambling trip when their vehicle was caught in the wreck, sons V.J. and Richard Leggio told KHOU-TV.

"My parents are wonderful loving people ? all who knew them knew that," V.J. Leggio told the station. "They will be sorely missed ? sorely missed."

He said he worked with his father at the family business, Vinco Electric in Pearland, the Houston suburb where his parents lived.

"We had a good relationship," he added. "We got to spend time together golfing and fishing, and I'm so thankful for that now."

The wreck occurred southwest of Beaumont, on Texas' Gulf Coast. The heavy fog made it hard for law enforcement to determine at first how many wrecks had occurred.

According to the Texas Department of Public Safety, a crash on the eastbound side of the highway led to other accidents in a dangerous chain reaction. There were multiple crashes on the other side of the highway as well.

Texas Department of Public Safety Sgt. Chuck Havard told KFDM-TV on Friday that investigators will work to determine whether any drivers will face charges.

Phone messages left Friday by The Associated Press for law enforcement officials weren't returned.

MTN files complaint against Ugandan magistrate

JOHANNESBURG (Reuters) - South African telecoms group MTN has lodged a complaint with the Uganda judicial service against one of the east African country's chief magistrates, after MTN's senior executives were summoned to face tax fraud charges.

MTN accuses the magistrate of unprofessional conduct after MTN Group CEO Sifiso Dabengwa and 12 officials including the chairman and CEO of MTN Uganda were summoned to court on December 12 to face charges of tax evasion, conspiracy to make false customs declarations and conspiracy to evade taxes.

MTN said it had not been aware of the summons and heard of them through media reports.

"A perusal of the summons shows that, although the order to issue them was made on the 19th November 2012, they were dated 7th November 2012," which was also a day after the magistrate who issued them transferred the case to the director of public prosecutions, the company said in a statement on Thursday.

"There was no charge sheet on the record nor was there a record of proceedings before (the magistrate) between 6th November, when she pronounced her ruling in an open court with counsel for all parties present, and 19th November, when the order was supposedly issued."

The company has previously denied the charges and says they were initiated by a former employee who himself is accused of defrauding MTN of millions of dollars.

MTN has sued the employee for embezzlement. He had initiated the case against MTN as a private prosecution last month but a court ruled on November 6 the public prosecutor should take it over.

The magistrate's court was not immediately available to comment.

A broad view is taken of analytics for Learning and Teaching applications in Higher Education. In this we discriminate between learning analytics and academic analytics: uses for learning analytics are concerned with the optimisation of learning and teaching per se, while uses of educational analytics are concerned with optimisation of activities around learning and teaching, for example, student recruitment.

Some exemplars of the use of analytics for Learning and Teaching are to:

  • Identify students at risk so as to provide positive interventions designed to improve retention.
  • Provide recommendations to students in relation to reading material and learning activities.
  • Detect the need for, and measure the results of, pedagogic improvements.
    Tailor course offerings.
  • Identify teachers who are performing well, and teachers who need assistance with teaching methods.
  • Assist in the student recruitment process.

Conclusions drawn in this paper include:

  • Learning and academic analytics are underutilised in UK Higher Education.
  • There are risks to adoption of analytics, including that measures that are not useful are revealed through analytics, and that staff and students lack the knowledge to use analytics. However, there are visualisation techniques that help significantly in non-specialist adoption.
  • There is also a risk for institutions that delayed introduction of analytics may lead to missed opportunities and lack of competitiveness in the UK Higher Education market. Our judgment is that this is the most compelling risk to amortise.
  • Institutions vary in analytics readiness and maturity, and may to a greater or lesser extent be ready for the introduction of analytics or increases in the use of analytics.
  • We stress that there are different scales of analytics projects, from small projects that can be undertaken under a limited budget and time frame, to large projects that may involve, say, creating a data warehouse and employing experienced analytics staff to build complex models.
  • A good way of starting is to undertake small limited-scope analytics projects. These enable institutions to develop staff skills and/or raise the profile of analytics in the institution.
  • Large-scale analytics may involve the activities of staff who may variously be characterized as analysts, modellers or data scientists. These staff are often in short supply, but reference to local departments of statistics may provide expert help.
  • There are commercial solutions that work in conjunction with commonly adopted Virtual Learning Environments and student information systems. Some of these are ?plug-and-play? and do not require analyst input. However, before purchase, they should be evaluated for suitability, particularly with respect to intuitional pedagogic approaches and concerns.

INFLUENCE GAME: Election over, campaign continues

WASHINGTON (AP) ? The election may be over, but a new campaign is being waged in the nation's capital as lobbyists, advocates and trade groups fight to shape the government's response to the looming fiscal cliff.

It's a twist on the usual lobbying effort: Instead of digging for more tax dollars, they're trying to protect what they've got.

The tactics are familiar to voters who were swamped with TV commercials, newspaper ads and mailers in the frenzied months before Election Day. But this time, the effort is directed at politicians, not so much the public.

What do these groups want?

In this climate, lobbyists and advocacy groups are mainly trying to control the damage as Congress and the White House look to raise taxes and cut spending in an attempt to slow down the government's mushrooming debt. In other words: Don't raise my taxes and don't cut spending on programs I like.

At the same time, cheerleaders for fiscal austerity, including members of President Barack Obama's own deficit commission, are lobbying him and Congress to cut deficits. In 2010, the commission proposed a plan that mixed tax increases and spending cuts to reduce government borrowing by almost $4 trillion over the next decade.

Obama largely ignored that plan. Now, the two co-chairmen of the commission, Democrat Erskine Bowles and Republican Alan Simpson, have formed a group called Fix the Debt that is running newspaper ads that mimic popular advertising campaigns. Lawmakers and the White House are working in a postelection session of Congress to reduce the sudden jolt of higher taxes and spending cuts and lay a framework for addressing the nation's long-term financial problems. But the two political parties are struggling to find common ground, especially on taxes and widely popular benefit programs such as Social Security and Medicare.

Obama wants to let tax rates rise for wealthy families while sparing middle- and low-income taxpayers. Some Republican leaders, including House Speaker John Boehner of Ohio, have said they are willing to consider making the wealthy pay more by reducing their tax breaks. But most Republicans in Congress adamantly oppose raising tax rates.

If the wealthy are going to put out more tax money one way or another, it may not matter much whether they do so by paying a higher rate or by seeing their tax shelters shrink. But most of those tax breaks have some broader policy purpose behind them. In Washington, lobbyists are paid handsomely to focus on seemingly small details like that and lawmakers are perfectly capable of getting tied in knots over them.

Advocates for older people are warning the negotiators to keep their hands off Social Security, Medicare and Medicaid. "We didn't put out the resources that we did to elect the president and others to have them turn around and cut these programs," said Eric Kingson, co-director of the Strengthen Social Security Coalition, a group of more than 300 advocacy groups and labor unions.

The defense industry is fighting against spending cuts that would bite weapons makers. The National Association of Manufacturers warns that 1 million private-sector jobs could be lost if pending cuts to defense spending go through.

Companies that make medical devices are trying to stop new taxes on their products under the new health care law. The Charitable Giving Coalition warns that benevolent donations will suffer if they're no longer tax deductible.

A coalition of medical research groups called Research! America is trying to cut through the noise with stark ads likening spending cuts to poison: "WARNING: Washington politics just might kill you."

Many advocacy groups are pressing their cases directly. Labor leaders and several business CEOs met Obama at the White House last week, while mayors came to Capitol Hill to make a case to lawmakers against cutting aid to cities.

"Cities have already been at the fiscal cliff ? we've cut our budgets, we've cut our staffs," said Philadelphia Mayor Michael Nutter, president of the U.S. Conference of Mayors. "We recognize that tough decisions have to be made, but at the same time we have to make sure that we have a seat at the table. As some say in Philadelphia, if you're not at the table, you're on the menu."

That's a familiar refrain ? almost everyone acknowledges that money has to be cut, no one wants it to be theirs.

Advocates for the oil and gas industry say they fully expect the tax breaks they enjoy to be on the table. After all, Obama has been targeting them for years. So, unlike other years when their lobbyists might seek to improve the industry's hand, the more modest goal this year is to minimize the damage.

"We're certainly not asking for anything on Capitol Hill," said Brian Johnson, senior tax adviser for the American Petroleum Institute.

The institute has started an ad campaign aimed at senators from seven states ? all of them up for re-election in 2014. One is Sen. Mark Warner, D-Va.

If you attach an optional Navi controller to its USB port, you can even use the app to control other Sharp devices like televisions, air conditioning systems and LED lights. Sharp also introduced a smaller version of the Cocorobo, the RX-V60, which measures about 4.7cm less than the original. Designed to fit in tighter spaces, the RX-V60 will be available in Japan for 75,000 yen ($900) starting December 13th. ?We haven?t decided yet, but we need a certain product to help with our brand image. We have tried a couple of concept cars and found some potential in the GT. We will try a couple more in the future, starting at Geneva next year, and test the media and consumer response before choosing one,? he added, saying that the decision would be made ?in a short time?.

What?s confirmed is a hot variant of the three-door pro_cee?d hatchback, which we first saw at this year?s Paris motor show. The project, known internally as HPV, is rumoured to be badged GT when it goes on sale. Production has been confirmed and will start from mid-2013.

Kia?s hot hatch will be powered by a 200 bhp version of Hyundai-Kia?s T-GDi turbocharged 1.6 litre engine used in the Hyundai Veloster, and will be offered with a dual-clutch automatic transmission, in addition to a six-speed manual. Apparently, designer Schreyer has given the hot hatch a look that sets it apart from the rest of the three-door pro_cee?d range.

9.2-million-year-old rhino skull preserved by instant 'cooking to death' in volcanic ash

ScienceDaily (Nov. 21, 2012) ? Less than 2% of Earth's fossils are preserved in volcanic rock, but researchers have identified a new one: the skull of a rhino that perished in a volcanic eruption 9.2 million years ago.

The find is described in a paper published Nov. 21 in the open access journal PLOS ONE by Pierre-Olivier Antoine and colleagues from the University of Montpellier, France.

The fossil, found in Turkey, is thought to be that of a large two-horned rhino common in the Eastern Mediterranean region during that period. According to the researchers, unusual features of the preserved skull suggest that the animal was 'cooked to death' at temperatures that may have approached 500? C, in a volcanic flow similar to that of the eruption of Mt. Vesuvius in Italy in 79 A.D.

The rhino's grisly death was near-instantaneous, and followed by severe dehydration in the extreme heat of the eruption. As the researchers describe its end, "the body was baked under a temperature approximating 400?C, then dismembered within the pyroclastic flow, and the skull separated from body." The flow of volcanic ash then moved the skull about 30 km north of the eruption site, where it was discovered by the four member research team.

Although other researchers have previously identified fossils of soft-bodied organisms preserved in volcanic ash, organic matter near an active volcanic eruption is usually quickly destroyed by the high temperatures, making a fossil such as this one extremely rare.

An Alameda man pleaded guilty today to a four-county, Bay-area home burglary spree that included breaking into the Palo Alto home of the late Apple, Inc. co-founder, Steve Jobs.

Kariem McFarlin, 35, was convicted of eight counts of residential burglary and one count of possessing stolen property, all felonies.

Shopping and Product Reviews: Will Traditional Shopping Die ...

The popularity of online shopping has been seen by many as a threat to the existence of traditional shopping. Their argument is based on the recent widespread closure of established brands like Sears and Best Buy. But can we really say that traditional shopping is dying?

In 2011, even though the U.S economy was sluggish, shopping grew by 15% over the previous year. In addition, about 35% of Americans now have smartphones which enable them to purchase goods and services over the internet and this figure is expected to rise significantly in subsequent years. In actual fact, about half of smartphone users have used their phones for one purchase or the other. On Christmas day of 2011 alone, about 6.8 million iOs and Android smartphones were activated. Top internet retailer, Amazon, recorded a whooping net sale of $48.08 billion in 2011 which represents 40.6% increase over $32.20 billion recorded in 2010. This figure is expected to rise in 2012 and subsequent years. What then is the implication of all these to physical retailing?

Since many people now decide to shop over the internet due to the benefits derivable in doing so like convenience, easy access to market, price comparison, avoidance of crowd, better prices and so on, can we really say that that the traditional way of shopping is being threatened? In my own opinion, technology will enhance the traditional method and not kill it. The popularity of video cassette recorder (VCR) in the 80's was seen by many as a threat to movie theaters then, but today, the film industry has been strengthened by the new technology and the demand for films has increased.

Moreover, when the email became very popular, a lot people thought that the traditional postal service would die, but today, it is waxing stronger. The point I'm driving at here is that, if traditional shop owners can embrace new technology, shopping on the internet would not be a threat to them but a blessing.

If physical retailers can monitor shopping behavior through the use of Wi-Fi signals from smartphones, they would be able to compete favorably in a fast-changing world. They can use technology to measure loyalty, make better staffing decisions, improve store layouts, reduce wait times in checkout lines and so on. Online shopping has come to stay but it is not a threat to traditional shopping because many consumers still value some of its features like quality of customer service, the experience of trying and buying products, how products are displayed and so on.

M23 rebels press forward after east Congo gains

GOMA, Congo (AP) ? A rebel group seeking to overthrow the Congolese government focused its aim Thursday on seizing the strategic eastern town of Bukavu, which would mark the biggest gain in rebel territory in nearly a decade if it were to fall.

The fighters believed to be backed by neighboring Rwanda already have seized the provincial capital of Goma this week and later took the nearby town of Sake on Wednesday.

The violence has forced more than 100,000 people to flee, more than half of whom are children, according to the U.N. children's agency.

While they have vowed to overthrow President Joseph Kabila's government, they remain some 1,000 miles (1,600 kilometers) from the capital of Kinshasa in a country of dense jungle with few paved roads.

Meanwhile, hundreds of Congolese soldiers who had retreated from Goma days earlier were holed up in Minova, a lakeside city on the road to Bukavu.

"We are waiting for orders, but they haven't come yet. We're hungry and have spent five days sleeping in the bush under the rain," said a Congolese army major who spoke on condition of anonymity because of the sensitivity of the matter.

The rebels are believed to be backed by Rwanda, and to a smaller extent by Uganda, which are accused of equipping them with sophisticated arms, including night vision goggles and 120 mm mortars.

A report released Wednesday by the U.N. Group of Experts said both Rwanda and Uganda have "cooperated to support the creation and expansion of the political branch of M23 and have consistently advocated on behalf of the rebels."

The report's release, just one day after the violent takeover of Goma, is sure to increase pressure on the international community to confront the two eastern African countries over their role in neighboring Congo's conflict.

Both Rwanda and Uganda have repeatedly denied supporting the M23 movement and have faced little international criticism over the allegations.

Goma was last threatened by rebels in 2008 when fighters from the now-defunct National Congress for the Defense of the People, or CNDP, stopped just short of the city.

Their backs to the wall, the Congolese government agreed to enter into talks with the CNDP and a year later, on March 23, 2009, a peace deal was negotiated calling for the CNDP to put down their arms in return for being integrated into the national army.

The peace deal fell apart this April, when up to 700 soldiers, most of them ex-CNDP members, defected from the army, claiming that the Congolese government had failed to uphold their end of the deal. Like in 2008, they again advanced toward Goma. This time, the city fell and the disastrous consequences for the population were already on display.

Jesse Jackson Jr., promising political scion, resigns

CHICAGO (Reuters) - Jesse Jackson Jr. is the namesake son of one of the most prominent black men in the United States, a progressive-minded activist whose ascent into public life prompted talk of a new era of African-American political power.

In the early years, speculation swirled around the Democratic representative to the U.S. House and his appetite and ambition, almost all of it positive. Would he be the next mayor of Chicago? The next U.S. senator from Illinois?

Two years after he was elected to Congress, Newsweek magazine asked if the then 32-year-old Democrat would one day capture the prize that eluded his father, civil rights leader Jesse Jackson, and become the first black president.

The sky's-the-limit speculation didn't appear to unnerve Jackson. "I grew up in a house with great expectations," he told the Chicago Tribune in 1995.

In recent years, the expectations withered and the speculation took a more sinister turn, especially after Jackson's name was linked to the political corruption scandal that brought down former Illinois Governor Rod Blagojevich.

In recent weeks, it was rumored and reported that Jackson would resign from the House in a plea deal with prosecutors.

On Wednesday, the 47-year-old's political career came to a halt. Weighed down by mental illness and the investigation, Jackson submitted his resignation to House Speaker John Boehner.

His career was book-ended by scandal. Jackson was sent to Congress in December 1995 after winning a special election to replace Representative Mel Reynolds, a Democrat forced to resign after he was convicted of sexual assault and other charges.

During a 17-year House career, Jackson was a reliable liberal vote, supporting minimum wage increases, expansion of environmental regulations and gay rights and the 2008 bailout of the teetering financial system. He was also an early advocate of a strict timeline for the U.S. exit from Iraq.

But Jackson sponsored little successful legislation and in recent years he repeatedly introduced a series of quixotic constitutional amendments guaranteeing rights he said were grounded in the Universal Declaration of Human Rights. The amendments never got anywhere.

His other pet project was pushing for a third major Chicago airport - a facility opposed by Chicago Mayor Rahm Emanuel and former Mayor Richard Daley. Critics considered it a boondoggle.

His fight with Daley over the airport was among the matters that led Jackson to criticize what he characterized as a "smog of corruption and cover-ups" at City Hall. He appeared to be positioning himself to run against the long-serving mayor.

But when Democrats took control of both houses of Congress in the 2006 elections, Jackson sensed opportunity in Washington and squelched talk he was interested in unseating Daley.

BORN DURING CIVIL RIGHTS STRUGGLE

Jesse Jackson Jr. was born on March 11, 1965, in Greenville, Alabama, in the middle of America's civil rights struggle while his father was marching with Dr. Martin Luther King Jr. from Selma to Montgomery.

He was active in his father's unsuccessful presidential campaigns in 1984 and 1988. In between, he spent his 21st birthday in jail after being arrested during an anti-apartheid demonstration at the South African Embassy.

Jackson spent his 20s working for the Rainbow/PUSH Coalition, the rights group founded by his father. He earned a master's degree from the Chicago Theological Seminary and a law degree from the University of Illinois. Shortly after turning 30, he ran for the congressional seat vacated by Reynolds.

After an initial burst of media enthusiasm that greeted his election in 1995, his work rarely generated national headlines.

He continued, in many ways, to be overshadowed by his father, who served as an adviser to the family of President Bill Clinton during the Monica Lewinsky scandal and then, a few years a later, admitted he had fathered a child out of wedlock.

The younger Jackson was thrust into the spotlight after Blagojevich was arrested on corruption charges.

The Illinois governor was convicted on multiple counts, including a charge that he tried to sell the Senate seat vacated by then president-elect Barack Obama to the highest bidder.

Jackson's attorney acknowledged his client was "Senate Candidate No. 5," an unnamed politician Blagojevich - in a conversation wiretapped by federal prosecutors - said had sent an emissary who promised to raise more than $1 million for the governor's campaign war chest in exchange for Obama's seat.

Jackson acknowledged his interest in the seat but denied authorizing any offer to Blagojevich on his behalf.

In June of this year, Jackson went on medical leave and has been treated twice at the Mayo Clinic for bipolar disorder, a psychological condition marked by extreme mood swings.

In recent weeks, media outlets reported Jackson had hired a lawyer to handle talks with the U.S. government on a possible plea deal to settle allegations he misused campaign funds.

Myanmar opening no gold rush for US firms

(AP) ? Signs of a boom abound in Myanmar. Flights to Yangon are full, hotel rooms booked solid. Foreign bars are packed with well-fed Westerners in khakis and jeans, twenty-first century prospectors drawn to this golden frontier.

Myanmar got a further boost this week from President Barack Obama, who became the first serving U.S. president to visit the long-isolated state, an endorsement that has not gone unnoticed by global investors. But despite America's political leadership welcoming Myanmar back into the international community, U.S. companies have so far not signed any big deals ? a situation few expect to change soon.

Washington is unwinding its web of sanctions against Myanmar, but the suspension of most legal barriers to business in this nation of 60 million is unlikely to be a gold rush for American firms. Rolling back sanctions will take time, and concerns about corruption and political blowback at home complicate efforts by U.S. companies to move in big and fast. There is confusion about what is permitted, as well as onerous new reporting requirements, and lingering doubt about whether the changes, both in Myanmar and in U.S. policy, will stick.

What's at stake is one of the last big untapped consumer markets, as well as access to significant natural resources, including oil and gas, hydropower, timber, gems and some of the most fertile land on earth. Sandwiched between India and China ?the world's fastest growing major economies ? Myanmar today has some of the world's lowest levels of internet and cellphone use, as well as a dearth of good roads, ports, hotels, hospitals, schools and electricity.

Underlying the debate about sanctions, which many companies would like to see lifted more decisively, are questions about what role American business should play in Southeast Asia's poorest country. Speaking Monday at the University of Yangon, Obama said American companies must "lead by example." His administration has sought to reinforce good business practices, encouraging transparency by requiring companies that invest more than $500,000 in Myanmar to report details to the State Department, which will make some of the information public. And Washington is banning U.S. firms from doing business with the country's biggest, and most corrupt, businessmen.

Whether those strictures ? which put American firms at a competitive disadvantage ? will achieve their desired aim is a matter of debate, but the ideas they enshrine may prove valuable in the long run.

Thant Myint-U, an author and adviser to Myanmar's reformist president Thein Sein, said that the biggest challenge facing Myanmar is finding a new economic model to support reform momentum.

"No one knows how to fix the economy after a half century of misrule in a way that's going to raise incomes and create jobs in the way we have to to keep the reform process on track," he said. Neither of the two dominant business models in Myanmar today ? alliances between crony businessmen and largely Chinese investors or leftist isolationism ? offers a good path forward for the country, he said. He hopes American businesses will help forge a third way.

The United States has taken a calibrated approach to easing sanctions, renewing or expanding some strictures even as it unwinds others. While this gives the administration leverage should Myanmar's political reform lose momentum, it creates confusion for investors.

The United States first sanctioned Myanmar in September 1988, the month after the military junta brutally cracked down on popular protests. Over the next two decades, Congress and the President responded to human rights violations and the suppression of Myanmar's democratic opposition by expanding the network of sanctions. All told, Myanmar specific sanctions are enshrined in six federal laws and a series of executive orders, often with overlapping provisions, according to a detailed study by Asian affairs specialist Michael Martin for the Congressional Research Service. In addition, there are so-called functional bans ? laws that, for example, prohibit the U.S. from providing military training and selling arms to any country deemed, like Myanmar, to use child soldiers.

Washington has been quick to respond to reform efforts in Myanmar. As Myanmar released political prisoners and held elections which saw opposition leader Aung San Suu Kyi take a seat in Parliament, Washington suspended restrictions on new investment, financial services, multilateral assistance, and most recently, imports from Myanmar.

Now, the biggest remaining legal block for U.S. companies is a list of "specially designated nationals" and companies that U.S. firms are barred from doing business with because of their alleged links to violence, oppression and corrupt practices. U.S. companies complain that it's difficult to comply with this list, given the challenges of due diligence in Myanmar and the habit of cronies to pick up aliases and create complex subsidiaries.

"We're encouraging reform in the government, we can't encourage reform in individuals?" said Richard Vuylsteke, president of the American Chamber of Commerce in Hong Kong. He urges Washington to pare down the list as fast as possible and "give these guys an incentive to integrate into the system."

Rather than revoke sanctions ? which in some cases would require an act of Congress ? the administration has suspended them, meaning they could be reinstated if Myanmar's reform momentum is broken. In addition, with each step forward, Washington has taken one small step back.

Three days before Obama landed in Yangon, Washington suspended its ban on most imports, a move that's expected to revitalize Myanmar's garment industry. At the same time, the administration added seven companies to the list of entities U.S. firms can't do business with. In July, when Washington suspended the ban on new investment and the provision of financial services, it also instated reporting requirements and expanded sanctions to include individuals who undermine reform, engage in human rights abuses or engage in military trade with North Korea. The White House said it was offering a clear message: "individuals who continue to engage in abusive, corrupt or destabilizing behavior going forward will not reap the rewards of reform."

Aside from sanctions, U.S. companies are subject to strict anti-corruption laws and reputational risk at home, should they choose the wrong business partner in Myanmar.

"The country is rife with corrupt business practices which would be illegal here," said Priscilla Clapp, who served as charge d 'affairs at the U.S. Embassy in Yangon from 1999 to 2002. "U.S. businesses are held to those rules. They have to condition their Burmese business partners to our rules. That's not easy because you're changing centuries of bad behavior."

In the meantime, companies from other countries are sweeping into Myanmar.

"It's been a vacuum for U.S. companies for a couple of decades," said John Goyer, senior director for Southeast Asia at the U.S. Chamber of Commerce in Washington. "They have a lot to learn about the market and the operating environment, whereas companies from China, Thailand, Malaysia know the players, they know the environment. It's home field advantage."

The U.S. is also at a disadvantage when trying to compete with companies from, for example, Japan, which can offer package deals of investment, aid and debt forgiveness padded with government money.

"Companies from Asia can come in with financing packages all wrapped up as part of the deal," Goyer said. In America, he added, "there's not unlimited government backing for private companies to go in and provide ports or railways or infrastructure."

Anthony Nelson, associate director for Myanmar at the U.S-ASEAN Business Council, said that for many U.S. companies, Myanmar is the largest country in the world where they don't have a presence. "That kind of thing doesn't come along very often," he said. "It's never going to come again."

But even Nelson is not talking of a gold rush.

"Take a look at Vietnam," he said. "When we normalized relations with Vietnam, companies came in and looked around. They maybe opened representative offices, but it was 10 or 15 years before the big boom of investment from U.S. companies. When U.S. companies move, they move in a big way, but there's time that people need to look at what they're doing."
