QUINCY, Pa. (AP) ? A man in south-central Pennsylvania confronting his wife about custody arrangements for their daughter shot to death three people, then fled with the 4-year-old girl before the two were found about 250 miles away in Ohio, authorities said Saturday.
Kevin Matthew Cleeves was trying to contact his wife Friday to make arrangements to pick up his daughter Leia, but his wife didn't answer the phone, so he went to a home in Quincy Township, the (Waynesboro) Record-Herald reported, citing court records.
Police said Cleeves, 35, found a woman and a man sitting in a car and began arguing with them, then was ordered to leave. He then shot to death both of them as well as another woman and took the girl, authorities alleged.
An Amber Alert was issued Friday night but was canceled hours later, on Saturday, after the pair were found in Austintown in northeastern Ohio, outside Youngstown. Police said the child was unharmed and Cleeves was arrested without incident.
"His 4-year-old daughter was located in the vehicle and was unharmed," police said in a statement.
Austintown police said the vehicle had been spotted in a hotel parking lot off Interstate 80 and was later stopped in the parking lot of the Weston Plaza on Route 46, where Cleeves was arrested.
Cleeves was charged with three counts of criminal homicide Saturday in the deaths in Quincy Township, Pa., according to online court records. In the Amber Alert, authorities had said that Cleeves should be considered "armed and dangerous as well as suicidal."
Pennsylvania Trooper Adam Reed would not disclose the names of the three victims. He said more information about the deaths and their relationship to Cleeves would be released later. Court records did not list an attorney for Cleeves.
A detective with the Austintown Township police department in Ohio told The (Chambersburg) Public Opinion that Cleeves was in jail awaiting an extradition hearing, scheduled for Monday.
TOKYO (Reuters) - Japan's government on Thursday nominated Shunichi Tanaka, an expert in radiation physics, to head a new safety regulator, taking a step forward in its efforts to restore trust in nuclear power, shattered by last year's Fukushima disaster.
But it is uncertain whether confidence can be restored with public feeling running high against the "nuclear village" -- industry officials, politicians and utility operators seen as failing to avert the disaster.
The Fukushima accident - meltdowns linked to the March 2011 earthquake and tsunami that crippled the plant - has rejuvenated the anti-nuclear movement. A rally last week drew 100,000 protesters.
The government hopes that the new safety body, to be launched in September, will instill more confidence than two current regulatory bodies, both heavily criticized for their cozy ties with the power industry.
Tanaka, 67, a former deputy head of the Cabinet Office's Atomic Energy Commission, was nominated for the new safety watchdog along with four other candidates.
"We're in an extremely severe situation as to whether we can regain public confidence in the state and the administration," Environment Minister Goshi Hosono told reporters after the government put forward the nominations to parliament.
"We have selected suitable persons from the standpoint that those who have not learned a lesson from Fukushima are not qualified to be involved in nuclear energy administration."
Japan restarted two reactors this month to avoid a potential blackout in the summer -- all of Japan's 50 operating nuclear reactors had been taken offline for checks after the disaster.
But reconnecting even two reactors to the power grid has consolidated anti-nuclear feeling.
NOMINATIONS POSTPONED
The nominations were called off a week ago when media leaks prompted lawmakers to seek government clarification.
The nominees -- including a reactor expert, a radiology expert, a former ambassador to the United Nations and a seismologist -- must be approved by parliament.
In principle, lawmakers refuse to consider nominations to key posts if they have been leaked to the media, but they exempted the nominations from the "no leak" rule this time, given the limited pool of qualified candidates.
Experts say the safety commission's credibility will hinge on its members, but that it is hard to find people with expertise who are not clearly linked to either the nuclear industry or the opposing camp.
Critics see some nominees, including Tanaka, as closely linked to the "nuclear village". But Environment Minister Hosono defended his nomination, saying Tanaka had already offered an apology for the disaster and had contributed to decontamination efforts in his home region.
Two inquiries into the disaster, one commissioned by the government and another by parliament, delivered a damning assessment of how regulators, Fukushima's operator and government officials handled the crisis.
The parliamentary probe accused the regulators and Tokyo Electric Power Co., Fukushima's operator, of collusion, referring to the worst nuclear accident since Chernobyl as a "man-made" disaster.

While some published research has hinted at the connection between the sickle cell trait and sudden cardiac death among young, athletic African-American males, which was initially observed in black military recruits 25 years ago, a new study with the first sizeable patient series definitively confirms this risk for these individuals during competitive sports.
The sickle cell trait, for which all U.S. African Americans are tested at birth, affects approximately 8 percent of the population. The Minneapolis Heart Institute Foundation maintains a 32-year-old forensic database, the U.S. Sudden Death in Athletes Registry, which researchers interrogated to determine the frequency, epidemiology and clinical profile of sickle cell trait-related deaths in a large population of competitive athletes for the purposes of this study.
The findings from this registry show there is "convincing evidence of a causal relationship between the sickle cell trait and the deaths of young, black competitive athletes, especially football players," says the study's senior author Barry J. Maron, MD, director of the Hypertrophic Cardiomyopathy Center at the Minneapolis Heart Institute Foundation. The study will be published in the October edition of the American Journal of Cardiology, but currently is available online.
Prior to this registry study, a lawsuit and previous research prompted the National Collegiate Athletic Association (NCAA) to conduct mandatory screening for the sickle cell trait in all division I athletes prior to their participation in college athletics. As of yet, the NCAA has not expanded to the screening program to division II or III athletes, nor has the association shared its data with the medical community.
Of the 2,462 athlete deaths in the U.S. Sudden Death in Athletes Registry, which provides the first and largest published record of athletes who died of sudden cardiac death on an athletic field, 23 occurred in association with the sickle cell trait (ages 12 to 22 years): 21 were male and all were African Americans. The deaths most often occurred in college-aged athletes (19-23 years) during football conditioning drills early in the season, and with those exposed to high environmental temperatures.
"The registry was initially started by Dr. Maron to help the medical community understand why any athlete would collapse on a field," explains the study's lead author Kevin M. Harris, MD, co-director of the Acute Aortic Dissection Program and director of the echocardiography laboratory at the Minneapolis Heart Institute? at Abbott Northwestern Hospital in Minneapolis.
"We decided to assess the connection between the sickle cell trait and sudden death within our large registry," Harris continues. "As a result, we have developed the first sizable series of competitive athletes in whom sickle cell trait was associated with otherwise unexplained sudden, unexpected collapse and death."
Maron, who has been assessing cardiovascular-related deaths of young athletes for approximately 35 years, is surprised at the level of skepticism he's witnessed regarding the sickle cell trait as a cause of sudden in young, black athletes, even in the scientific medical community.
In the study, the researchers concluded that the sickle cell trait "can be associated with largely unpredictable sudden collapse and death and apparent predilection for African American college football players during conditioning. Understanding the risks, mechanisms, and event triggers of the sickle cell trait may allow lifesaving alterations in training methods to be implemented."
In order to implement such lifesaving alterations in training methods, particularly due to the unpredictable nature of sickle cell trait events, there needs to be a greater understanding and acceptance of this lethal connection. "To not acknowledge this link between sickle cell trait and sudden death creates the possibility of a failure to fully protect the athlete community," Maron said.

PARIS (AP) ? Europe's economic crisis pushed carmaker PSA Peugeot Citroen into a first-half loss of ?819 million ($990 million), just as the company is set to clash with the French government over its restructuring plan.
The maker of two-thirds of France's cars is being hit by a deepening recession in many markets in Europe, its main market. The company's share price has more than halved since March.
But on Wednesday, the stock price surged when the Paris bourse opened and was up more than 5 percent in early trading on the back of hopes that the company would stick with a controversial cost-cutting plan and expectations for a government plan to support the industry.
The day, however, erased most of those gains. First, Peugeot chairman, Philippe Varin, acknowledged to reporters that its cost-cutting plan was still in flux as the company negotiates with unions.
In fact, the government said its support plan would require companies to keep all industrial sites open ? and Varin said Peugeot was looking into ways to save at least some jobs at Aulnay, the factory outside Paris that it wanted to shut.
Second, the government plan, while it will offer incentives for companies to invest in green technology, appears to contain less new money than it first seemed.
Last, U.S. ratings agency Fitch on Wednesday downgraded the automaker's credits score from BB+ to BB, warning that further downgrades might be possible.
In late trading, the stock was about even.
Peugeot's first-half loss contrasts starkly with a profit of ?805 million in the same period last year and came on the back of a 5.1 percent fall in revenue to ?29.6 billion.
The company doesn't expect demand in Europe to pick up anytime soon, saying Wednesday that it expects its market to contract by 8 percent this year.
In response, Peugeot announced earlier this month that it would close a major factory in France and cut 8,000 jobs ? part of a plan to save ?2.5 billion by 2015. Those savings will also come from efficiencies gained by an alliance with General Motors. About half ? ?1 billion ? are promised for this year alone.
"The group is facing a difficult time," Varin said. "The depth and persistence of the crisis impacting our business in Europe requires the launch of the reorganization of our French production and a reduction in our structural costs."
Varin said he understood how hard it would be for laid-off workers but it was necessary for the company's survival.
"This plan is a shock, a shock for us, a shock for the nation," he told reporters as he explained the results. "It's a decision, like all shocks, that is difficult to understand at the beginning."
He said the company was in the process of explaining ? and defending ? the plan to the government and union leaders.
President Francois Hollande's Socialist administration has criticized Peugeot's cost-cutting plans as unacceptable and said it will force the company to save some of the jobs it wants to trim.
Varin left open the possibility that the cost-cutting would be less severe in its final form, calling it a mere "outline" when pressed by reporters.
Meanwhile on Wednesday, the government unveiled its strategy to support the auto industry ? part of its carrot-and-stick strategy with Peugeot. It gives rebates to French consumers who buy clean-energy vehicles and offers incentives to companies that invest in those technologies.
But much of Peugeot's problems stem from a glut of cars in the European market, and it's unclear how much the government can do for the company. France's car industry had already been given a bailout under former President Nicolas Sarkozy.
The problems have touched car companies across the continent, where industry executives estimate factories have the capacity to build 20 percent more cars than they are able to sell.
Sweden's Volvo reported Tuesday that its second-quarter net profit fell 5 percent, while Germany's Daimler said Wednesday that profit for the quarter pulled back 11 percent.

Scientists find evidence that real perceptual experience and mental replay share similar brain activation patterns

Neuroscientists have found strong evidence that vivid memory and directly experiencing the real moment can trigger similar brain activation patterns.
The study, led by Baycrest's Rotman Research Institute (RRI), in collaboration with the University of Texas at Dallas, is one of the most ambitious and complex yet for elucidating the brain's ability to evoke a memory by reactivating the parts of the brain that were engaged during the original perceptual experience. Researchers found that vivid memory and real perceptual experience share "striking" similarities at the neural level, although they are not "pixel-perfect" brain pattern replications.
The study appears online this month in the Journal of Cognitive Neuroscience, ahead of print publication.
"When we mentally replay an episode we've experienced, it can feel like we are transported back in time and re-living that moment again," said Dr. Brad Buchsbaum, lead investigator and scientist with Baycrest's RRI. "Our study has confirmed that complex, multi-featured memory involves a partial reinstatement of the whole pattern of brain activity that is evoked during initial perception of the experience.
This helps to explain why vivid memory can feel so real."
But vivid memory rarely fools us into believing we are in the real, external world and that in itself offers a very powerful clue that the two cognitive operations don't work exactly the same way in the brain, he explained.
In the study, Dr. Buchsbaum's team used functional magnetic resonance imaging (fMRI), a powerful brain scanning technology that constructs computerized images of brain areas that are active when a person is performing a specific cognitive task. A group of 20 healthy adults (aged 18 to 36) were scanned while they watched 12 video clips, each nine seconds long, sourced from YouTube.com and Vimeo.com. The clips contained a diversity of content such as music, faces, human emotion, animals, and outdoor scenery. Participants were instructed to pay close attention to each of the videos (which were repeated 27 times) and informed they would be tested on the content of the videos after the scan.
A subset of nine participants from the original group were then selected to complete intensive and structured memory training over several weeks that required practicing over and over again the mental replaying of videos they had watched from the first session. After the training, this group was scanned again as they mentally replayed each video clip. To trigger their memory for a particular clip, they were trained to associate a particular symbolic cue with each one. Following each mental replay, participants would push a button indicating on a scale of 1 to 4 (1 = poor memory, 4 = excellent memory) how well they thought they had recalled a particular clip.
Dr. Buchsbaum's team found "clear evidence" that patterns of distributed brain activation during vivid memory mimicked the patterns evoked during sensory perception when the videos were viewed by a correspondence of 91% after a principal components analysis of all the fMRI imaging data.
The so-called "hot spots", or largest pattern similarity, occurred in sensory and motor association areas of the cerebral cortex a region that plays a key role in memory, attention, perceptual awareness, thought, language and consciousness.
Dr. Buchsbaum suggested the imaging analysis used in his study could potentially add to the current battery of memory assessment tools available to clinicians. Brain activation patterns from fMRI data could offer an objective way of quantifying whether a patient's self-report of their memory as "being good or vivid" is accurate or not.

LONDON (AP) ? Media mogul Rupert Murdoch has resigned as a director of a number of News Corp. subsidiary boards in Britain and the United States, a spokeswoman confirmed Saturday.
Murdoch stepped down this past week as a director of NI Group, Times Newspaper Holdings and News Corp. Investments in the U.K., said Daisy Dunlop, spokeswoman for News Corp.'s British arm, News International. The companies oversee Britain's newspapers The Sun, The Times, and The Sunday Times.
It was not immediately clear which of News Corp.'s U.S. boards Murdoch had left. Britain's Telegraph newspaper, which first reported the news late Saturday, said those details had not yet been disclosed by the US Securities and Exchange Commission.
News International sought to play down the significance of the resignations, saying in a statement that "this is nothing more than a corporate housecleaning exercise prior to the company split."
That was a reference to News Corp.'s announcement June 28 that it would separate its publishing business from its much more profitable media and entertainment business ? forming two distinct, publicly traded companies. Under those proposed changes, Murdoch, 81, will chair both of the companies, although he would continue as chief executive of the media and entertainment company only.
Saturday's announcement suggests that Murdoch may be distancing himself from his British newspaper interests, which have been shaken to the core by a widespread phone hacking scandal.
The scandal erupted anew last year when it emerged that Murdoch's now-defunct News of the World tabloid had systematically hacked voicemails of politicians and celebrities. The revelations have rocked Britain's establishment and triggered three parallel police investigations that have resulted in more than 40 arrests.

Utah citizens are the proud owners of gold and silver commemorative coins from a company now in receivership, its owner charged with running a $100 million Ponzi scheme.
The coins were given to Gov. Gary Herbert during a 2011 signing ceremony for HB317, the tea-party backed bill that made gold and silver legal tender in Utah. Along with Carl Wimmer?s official state gun bill, HB317 attracted international attention and bolstered Utah?s image as, say, unique.
The grateful donor of the gifts was Wayne L. Palmer, who helped push through the Utah Legal Tender bill, legislation said to be the first step toward states being able to mint their own currency.
Last month, the Securities and Exchange Commission obtained a restraining order and asset freeze against Palmer, alleging he had operated a Ponzi scheme through his real-estate firm, National Note of Utah.
The SEC, in a press release, said 600 investors nationwide lost approximately $100 million.
Palmer is owner or a principal in dozens of companies that were put in receivership by the SEC. One of those firms is Old Glory Mint, a Utah company that mints high-quality gold and silver commemorative coins like the two given to Herbert at the signing ceremony.
Wayne Klein, the court-appointed receiver in the case, said the assets of Old Glory Mint originally were frozen along with National Note and most of the other companies controlled by Palmer. But he has unfrozen Old Glory?s assets because it is a profitable company and its continuing profits will make it more valuable when the assets are eventually sold.
Palmer was one of a group of advocates, including tea-party activists who ushered the Legal Tender Act, sponsored by Rep. Brad Galvez, R-West Haven, through the Legislature.
A New York Times story about the legislation quoted advocates saying it happened first in Utah for a reason.
"For many of its supporters," said The Times, "the new law represents an extension of the notion of preparedness that is nurtured by Utah?s powerful founding institution, The Church of Jesus Christ of Latter-day Saints. Many of the law?s supporters believe policies like stimulus spending, the bank bailout and national health care will soon bankrupt the government, sending inflation soaring. Owning gold and silver, they say, will help protect people."

"It?s kind of written into our theology that we?re supposed to be prepared for any eventuality," Lowell Nelson, of the Campaign for Liberty, told The Times.

Cause and effect ? The Republican fundraiser and tea-party organizer who was charged Wednesday with 23 counts of rape was a busy blogger on GOP websites last year, advocating the expulsion from the Republican Party of then-State Rep. Holly Richardson, R-Pleasant Grove, claiming she was a fraud and a traitor to the party.
Greg Peterson, well-known in Republican circles because of his annual Rocky Mountain Conservative Retreat and Barbecue that attracted high-profile Republican candidates and donors, aimed most of his internet vitriol at Richardson?s support of HB116, the illegal-immigration bill that contained a guest-worker provision.
But Republican bloggers responding to his attacks had another theory about his dislike of the legislator and popular conservative blogger. Peterson had persistently sent emails to Richardson?s 20-something daughter, asking her out on a date, Richardson has confirmed. Her daughter refused to go out with him.
